Gamemode command block

• Craft command blocks at any crafting table: place a redstone torch in the center surrounded by cobblestone (3x3) to get a command block; the recipe unlocks once you pick up cobblestone and a redstone torch.
• Command blocks always run even if the server property would normally disable them, so no extra configuration is needed, including on hardcore worlds.
• Every player is treated as having command-block edit permission regardless of game mode, so the UI opens and commands can be configured anywhere.
• The command-block executor bypasses the server toggle, so both placed command blocks and command block minecarts keep working without operator status.

Known effects:

• The relaxed permission flag also grants access to other blocks gated by isCreativeLevelTwoOp (e.g., structure/jigsaw blocks), so plan accordingly on progression-focused servers.
