Spear cooldown removal

• Built a Fabric mod for Minecraft 1.21.11 (id spear) that strips all spear-related cooldowns on both client and server.
• Spear detection is identifier-based: any item whose registry path contains spear (e.g., minecraft:spear, minecraft:iron_spear) is treated as a spear.
• Item cooldowns are cancelled at their source; attempts to apply a cooldown to a spear are ignored and spears are always reported as ready to use.
• Attack cooldowns are bypassed for spears; when holding a spear the player is considered fully charged every tick so attacks land at full strength without waiting.
• Install on both server and client for full effect; client-only installation only removes local cooldown visuals while the server still enforces its rules.
• If a custom spear uses an identifier without the word "spear", it will not be affected; otherwise it inherits the no-cooldown behavior automatically.
