owner+ hurricane command

• Added /hurricane spawn one (permission level 2+) to let ops summon a moving hurricane at their position.
• The storm pulls up to ~220 nearby solid blocks (avoids fluids, bedrock/barriers, and block entities) and turns them into debris that orbits a 30-block-wide, 45-block-tall column.
• Debris use gravity-suppressed falling blocks that spiral upward while the hurricane slowly drifts in a random horizontal direction for 45 seconds.
• When the timer ends, gravity returns to the debris so they scatter and fall near the storm’s last position.
• Behavior runs entirely on the server side—no client-only classes are referenced.
• Expect terrain disruption where blocks are taken and redeposited; this is intentional for the hurricane effect.
